How New Zealand Meat Board
modernised a nationally significant
Quota Management System
supporting $3.75 Billion of Exports

Client: New Zealand Meat Board (NZMB)
Industry: Export Market Access and Quota Administration
Engagement: 2024-2026 Multi-Phase Transformation Programme

Executive Summary

Nick Beeby | Chief Executive Officer, New Zealand Meat Board

The New Zealand Meat Board administers quota access supporting approximately $3.75 billion of New Zealand red meat exports and delivers around $900 million in tariff savings annually. Protecting and modernising the systems and processes that support this responsibility is critical to New Zealand’s continued access to international markets.

When Pro Partner was engaged, our immediate concern was risk. Security assessments had identified vulnerabilities within the Quota Management System. At the same time, we were heavily dependent on a single vendor, increasing quota complexity was placing significant pressure on our small operational team, and many critical business processes remained reliant on spreadsheets, email and manual administration.

As the programme progressed, it became clear that the challenge extended well beyond technology. Through discovery, business blueprinting and stakeholder engagement, Pro Partner helped us understand the broader operational challenges
facing quota administration and define a future operating model capable of supporting NZMB’s long-term requirements.

From business analysis and market engagement through procurement, business case development and delivery oversight, Pro Partner provided continuity across the entire transformation journey.

What began as a response to security and operational concerns evolved into a complete transformation programme. The result is a secure, resilient and future-ready quota management capability that reduces operational risk, improves transparency, increases efficiency and provides a scalable platform capable of supporting New Zealand’s future market access obligations.

“Pro Partner helped us define the right solution, not just select a technology platform.”
“Their ability to combine business strategy, operational understanding, procurement expertise and delivery leadership gave management and the Board confidence at every stage of the programme.”

Challenge

The New Zealand Meat Board administers quota access supporting approximately $3.75 billion of New Zealand red meat exports and delivers around $900 million of annual tariff savings to exporters and the wider industry. As quota administration became increasingly complex, NZMB recognised that the systems and processes supporting this nationally significant responsibility were coming under increasing pressure.

A security assessment of the existing Quota Management System identified vulnerabilities and highlighted concerns regarding business continuity, resilience and reliance on a single specialist vendor. At the same time, NZMB had taken on responsibility for seven additional quota schemes, significantly increasing administration effort, reporting obligations and operational complexity.

The challenge extended well beyond technology. While the Quota Management System supported critical quota allocation and certification activities, many of the surrounding business processes remained heavily manual. Exporter registration, compliance activities, quota planning, invoicing, reporting and stakeholder communications were managed across spreadsheets, SharePoint, databases and email, creating duplication, inefficiencies and growing operational risk.

Key challenges included:

  • Security and business continuity risks within the existing platform.

  • Dependence on a single vendor for system knowledge and support.

  • Increasing volume and complexity of quota administration.

  • More than 15,000 quota certification transactions per year.

  • Reporting volumes increasing from approximately 150 reports per month to over 600.

  • Significant manual effort across quota management processes.

  • Fragmented data, systems and stakeholder information.

  • Limited scalability to support future quota schemes and changing market requirements.

With approximately 80% of quota administration activities still reliant on manual processes,
NZMB needed more than a technology replacement. The organisation required a clear strategy to improve resilience, efficiency and effectiveness across the entire quota management process while ensuring New Zealand continued to meet its international market access obligations.
